The NEURC has approved a package of changes to stabilise the electricity market

The main reason for the reform was the recommendations of the Antimonopoly Committee (AMCU), aimed at protecting economic competition and eliminating market risks.
The changes are intended to strengthen payment discipline, make transactions more transparent and improve interaction between businesses and the transmission system operator (TSO).
A central element of the update is the protection of companies belonging to balancing and aggregated groups.
From now on, the conditions under which the TSO is obliged to renew imbalance settlement agreements if the party responsible for balance (BR) encounters financial or operational problems are clearly regulated.
In addition, the regulator has improved the exchange of information between the TSO’s platform and the trading platforms where electronic auctions are held under bilateral agreements.
This step will simplify the registration of resource volumes and the monitoring of contract compliance.
The document has also optimised the system for providing financial guarantees and conducting settlements in the balancing market. The changes are expected to result in a significant reduction in the risk of non-payment and an increase in the stability of the entire power system.
