Ukraine could lose some of its EU aid due to unfulfilled reforms
The European Commission announced this in a response to an enquiry from Radio Free Europe. Meanwhile, on 8 June, the EU transferred the seventh tranche under the Ukraine Facility to Ukraine, amounting to almost €2.8 billion.
Ukraine may, for the first time, lose part of its financial assistance from the European Union under the Ukraine Facility programme.
The reason is the delayed implementation of certain reforms, which are conditions for receiving the funds.
According to Radio Free Europe, two stages linked to previous tranches that Ukraine has already received remain unfulfilled.
This amounts to nearly €300 million under the fourth tranche and over €380 million under the fifth. These sums have not yet been disbursed.
Which conditions has Ukraine failed to meet?
In the fourth tranche, the requirement to increase the number of staff at the High Anti-Corruption Court remains unfulfilled.
In the fifth tranche, the issue concerns legislation on the review of judges’ integrity declarations and the procedures for verifying them.
The final deadlines for fulfilling these conditions are 30 June and 29 September 2026.
The European Commission warns that if Ukraine fails to meet the requirements on time, the procedure for a final reduction in payments, as provided for in the Ukraine Facility Regulation, may be applied.
What the European Commission is saying
Officials in Brussels emphasise that the Ukraine Facility mechanism allows for a degree of flexibility for Ukraine due to the war.
The European Commission also noted that Ukraine is demonstrating significant progress in implementing reforms despite the difficult circumstances.
At the same time, payments under the programme are directly linked to the implementation of reforms and indicators agreed between Kyiv and the EU.
Ukraine has received a new tranche
Despite risks regarding some of the previous payments, on 8 June Ukraine received the seventh tranche under the Ukraine Facility programme – nearly €2.8 billion.
European Commissioner for Enlargement Marta Kos stated that Ukraine’s speed and commitment to implementing reforms had made this payment possible.
The EU Council had previously approved the seventh payment, noting that Ukraine had completed 11 of the 20 steps required for this tranche.
The funds received are intended to help Ukraine cover budgetary needs and support the functioning of public administration during the war.
What is the Ukraine Facility
The Ukraine Facility is the European Union’s financial support programme for Ukraine for the period 2024–2027.
Its total volume amounts to up to €50 billion.
Of this amount, €33 billion is provided in the form of concessional loans, and €17 billion in the form of grants.
The programme is intended to support the recovery, reconstruction and modernisation of Ukraine, as well as its integration into the European Union.
What is important
Ukraine has not lost all the aid under the Ukraine Facility.
The risk is that certain outstanding amounts may be permanently reduced due to unmet conditions for the fourth and fifth tranches.
Key deadlines have not yet passed: 30 June and 29 September 2026. If Ukraine meets the requirements by these dates, the risk of losing the funds may be removed.
