A member of a village council in the Zhytomyr region has been notified of being under suspicion over false declarations
Investigators from the Main Directorate of the National Police in Zhytomyr Oblast have established that a 33-year-old councillor of a village council deliberately provided false information in his annual electronic declarations. This concerns property, income and financial assets that were not disclosed in the declarations for 2022, 2023 and 2024.
According to the pre-trial investigation, at the end of 2021, a resident of the Berdychiv district was recognised as a member of the village council by a resolution of the territorial election commission. From that time onwards, he was required to comply with financial disclosure requirements.
According to the investigation, the 2022 declaration contained information differing from reality by more than 10.3 million hryvnias. In particular, an apartment belonging to his mother but used by him was not declared, nor were corporate rights representing a 100% share in the authorised capital of an agricultural enterprise. Furthermore, there is no information regarding income in the form of wages, income from business activities, or proceeds from the sale of a vehicle. Financial obligations in the form of repayable financial assistance and a loan were not disclosed, nor were expenses related to the repayment of the principal amount of the debt and interest.
In his 2023 declaration, the MP again failed to declare the flat, corporate rights in agricultural enterprises, income received, financial liabilities and expenditure. The total amount of such discrepancies exceeds 24 million hryvnias.
According to the investigation, when filing his 2024 declaration, the official provided false information amounting to 11.8 million hryvnias. In particular, he failed to declare a plot of land, an apartment, financial liabilities and expenditure.
The MP has been notified of suspicion under Part 2 of Article 366-2 of the Criminal Code of Ukraine. The penalty under this article provides for a fine of over 100,000 hryvnias, or community service for a period of 150 to 240 hours, or restriction or deprivation of liberty for up to two years, with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years.
The pre-trial investigation is being conducted by investigators from the Main Directorate of the National Police in Zhytomyr Oblast under the procedural supervision of the Zhytomyr Oblast Prosecutor’s Office and with operational support from the Strategic Investigations Directorate in Zhytomyr Oblast of the National Police of Ukraine.
