NABU classified information about bonuses and incentives for detectives by internal order
The National Anti-Corruption Bureau of Ukraine (NABU) has issued an internal order restricting access to all information concerning incentives for its employees. This includes data on bonuses, awards, fees and other forms of incentives, which are now officially classified as information about the order of service and are not subject to disclosure.
This is stated in NABU's official response to a request from KP.UA journalist Yevgeny Gorin regarding the provision of official housing to Bureau employees.
The document emphasises that NABU employees are not entitled to official accommodation. At the same time, any information about the provision of accommodation as a form of incentive, as well as data on bonuses or awards, is classified.
The Bureau refers to the order of 29 March 2021 (as amended) "On the procedure for providing information regarding service in the National Anti-Corruption Bureau of Ukraine." According to subparagraph 1.5 of paragraph 1 of this document, information about incentives and the grounds for their application is classified as information about service. Paragraph 3 of the order expressly prohibits the dissemination of such data.
Against this backdrop, former prosecutor of the Specialised Anti-Corruption Prosecutor's Office (SAPO) Stanislav Bronevitsky stated that one of the deputy directors of NABU could have obtained an apartment in Kyiv under dubious circumstances — through participation in a state housing programme. According to him, the basis for participation in the programme was allegedly a fictitious document on participation in the anti-terrorist operation (ATO), obtained through an acquaintance and former employee.
In addition, the Security Service of Ukraine (SSU) previously reported that one of the heads of the NABU detective units had purchased new real estate during a full-scale invasion, registering it under a front man and failing to declare the property in accordance with the established procedure.
