On Beresteisky Avenue in Kyiv, patrol officers stopped a car for a traffic offence. Whilst speaking to the driver, the officers noticed that he showed signs of being under the influence of drugs.

Whilst on patrol on Beresteisky Avenue, officers stopped a Volkswagen for a traffic offence. The driver showed signs of being under the influence of drugs and was asked to undergo a test in accordance with the law.

The man refused the test, locked himself in the car and suddenly drove off from the scene. The patrol officers gave chase. The driver did not respond to demands to stop and, in breach of the Highway Code, continued driving.

In Polytechnic Lane, he struck a woman who was crossing the road in an unauthorised place. The victim sustained bodily injuries and was hospitalised.

The driver was detained. A report was drawn up against him under Part 1 of Article 122-4 of the Code of Administrative Offences for failing to comply with a request to stop, and a ruling was issued under Part 1 of Article 122 of the Code of Administrative Offences for failing to give way to a pedestrian. The man was taken to a medical facility for a test to determine his level of intoxication.

Patrol officers also established that he is considered a person evading mobilisation and is subject to delivery to the Territorial Centre for Recruitment and Social Support.

The circumstances of the road traffic accident are being investigated.
