A tender for the construction of over 1.5 GW of new generation capacity has been launched in Ukraine
This was announced by Ukraine’s Minister for Energy, Denys Shmyhal.
According to him, the tender commission has officially approved the rules and requirements for participants, and potential investors now have 20 days to submit comments and proposals.
The tender involves the commissioning of 1,505 MW of new, highly flexible generating capacity – this refers exclusively to new installations that have not previously been in operation.
They are planned to be located in the regions with the greatest energy shortages: the Kharkiv, Sumy, Poltava, Dnipropetrovsk, Odesa, Chernihiv and Kyiv regions, and the city of Kyiv.
Each facility must have a guaranteed capacity of at least 10 MW, a second level of protection, the ability to operate in the absence of voltage in the external grid, and a guaranteed operational life of at least 20 years or 100,000 hours.
The government plans to provide investors with a mechanism to compensate for any difference in the price of electricity during peak hours – in the morning and evening. In addition, the possibility of insuring against the risk of equipment destruction or damage due to military action is being explored through the de-risking mechanism developed by the Energy Community Secretariat.
Shmyhal noted that the entire planned capacity is expected to be commissioned by the end of 2027, and this will be one of the key elements in the development of distributed generation and the strengthening of Ukraine’s energy security.
