Drones attacked Orsk and the Perm Region; strikes were carried out on oil refineries and industrial facilities
On the night of Tuesday 28 April, drones attacked the Orsknaftorgsintez oil refinery in the city of Orsk, Orenburg Oblast. According to OSINT analysis by ASTRA, this facility was the target of the attack.
The mayor of Orsk confirmed the attack on the region and urged local residents not to go outside or approach windows. Aircraft arrivals and departures at the city’s airport have been temporarily restricted.
According to the governor of the Orenburg region, the strike hit several industrial facilities. He stated that there were no casualties and that four drones had been shot down.
Orsknaftorgsintez is one of Russia’s largest oil refineries, with a processing capacity of around 6 million tonnes of crude oil per year. The plant produces petrol, diesel fuel, fuel oil, bitumen and aviation kerosene, with some of the output being exported. The plant had already come under attack in October and November 2025.
Drones also attacked the Perm Krai. The governor stated that one of the industrial sites in the Perm Municipal District had come under attack. A fire broke out at the facility; employees were evacuated, and there were no casualties.
According to the monitoring channel Exilenova+, the strike may have targeted the ‘Perm’ linear production and dispatch station, which is part of the Transneft system and handles the pumping, storage and distribution of oil via trunk pipelines.
