Civil servants in Ukraine are making full use of AI. For some, it could mean losing their jobs — Head of the National Agency for Civil Service

Natalia Alyushina, Head of Ukraine’s National Agency for Civil Service, said that some civil servants are already actively using artificial intelligence in their work. She described it as ‘normal’ that AI would take over the work of officials ‘who deal with routine tasks’.

Natalia Alyushina spoke about this in an interview with Interfax-Ukraine.

“We have been working with AI for a long time and have experienced its benefits first-hand. It is set to become our ‘servant’ — gathering analytics, analysing documents and searching for additional information. In particular, it will be useful for HR to analyse CVs and prepare reports on the necessary competencies and job requirements. I also see that government bodies are already using AI to prepare conclusions and expert reports, as well as to analyse large datasets,” said the head of the NADC.

Alyushina emphasised that the ethical use of AI in the civil service is of paramount importance, as is preventing the leakage of personal data and mastering the skills to use AI in a way that prevents its weaponisation.

Therefore, the NADC, in collaboration with the Ministry of Digital Transformation, has prepared methodological guidelines on the ethical use of AI in the work of civil servants, as well as specific guidelines directly for HR professionals in the public sector.

According to Alyushina, a certain proportion of civil servants “are already making full use of AI”, but artificial intelligence will not be making management decisions on behalf of officials.

“This means that management decisions and legal responsibility remain with the individual. It will not be able to replace civil servants in those areas where a human touch is required,” added Alyushina.

When asked whether AI would take away the jobs of civil servants engaged in routine tasks, the head of the National Agency for Civil Service emphasised that it should.

“And I believe that this is normal for optimisation. We are all moving towards optimisation. Even now, here at the NADC, we have process optimisation specialists who monitor what we can improve and how we can restructure our work. This is absolutely the right approach. Routine processes — those that can be replaced or taken over by artificial intelligence — definitely need to be implemented,” she said.
