How citizens should act if they encounter enemy agents or sabotage groups It is important to avoid risks and report any information to the police.

Enemy sabotage and reconnaissance groups (SRGs) may infiltrate settlements located near the Russian border or the front line, and enemy agents may be operating throughout Ukraine. Ukrainians should not put themselves in danger, as such individuals may have special training and pose a threat to witnesses.

If they are spotted, it is essential to remain calm, move to a safe distance from the suspicious individuals and notify the police. Neutralising DRGs is a task for specialists, so members of the public should not intervene themselves.

Key signs that may indicate a person’s involvement with such groups.

  • a distinctive Russian accent
  • poor sense of direction,
  • lack of knowledge of the Ukrainian language,
  • unusual clothing,
  • taking photos or filming,
  • leaving markings or asking to borrow a mobile phone to make calls
  • possession of weapons without clear affiliation with the Armed Forces or territorial defence.

Any unusual actions or behaviour should be reported to the relevant authorities.

At the same time, it is important to provide as much specific information as possible to assist the law enforcement agencies in their work.

If possible, it is recommended that you:

  • memorise the distinguishing features of such individuals, in particular their clothing,
  • appearance and physical characteristics.
  • if possible, take photos or videos of suspicious individuals,

However, you should not make contact with them, show them your documents or give them directions.

If asked for your phone number, should this occur, you should note down the number from which the call was made. Afterwards, you must notify the Security Service of Ukraine or the National Police by any means available, specifying the time and place where the suspicious individuals were spotted, their number, direction of movement, and other details, including the content of the conversation, the number, colour and make of the vehicle.
