Temporary protection in the EU may be extended until 2028
The European Union is considering extending the temporary protection regime for Ukrainians until 2028. Ilva Johansson, the EU Special Representative for Ukrainians, has stated that member states are discussing a common approach and may extend the protection for a further year beyond March 2027.

Ilva Johansson made this statement in an interview with DW.

The European Union is discussing the possibility of extending temporary protection for Ukrainians until 2028.

Ilva Johansson, the EU Special Representative for Ukrainians, stated that consultations are ongoing among member states regarding the future of this scheme.

According to her, this is likely to involve extending temporary protection for a further year, with possible minor adjustments.

At the same time, the basic approach is expected to remain largely unchanged.

Johansson noted that a concrete proposal could emerge in the near future, as EU member states are “ready to do so”.

She also emphasised that the European Union understands Ukrainians’ concerns about what will happen after March 2027.

According to Johansson, this is because the war is ongoing, and a peace agreement or a stable ceasefire between Ukraine and Russia is not expected in the near future.

At the same time, the EU Special Representative stated that Ukrainians who have been living in EU countries for several years should gradually transition from temporary protection to other legal grounds for residence.

What changes are individual EU countries making?

In parallel, individual EU countries are reviewing their own support programmes for Ukrainian displaced persons.

The Irish government is developing a new support scheme for Ukrainians returning home. It is envisaged that they will receive the main financial assistance only after their final departure to Ukraine.

Ireland is also beginning to review its housing policy for Ukrainian displaced persons. The state plans to completely phase out the practice of renting accommodation for refugees at public expense within twelve months.

In Poland, the government has drafted a bill providing for the gradual phasing out of a special law on assistance to Ukrainian citizens, which was adopted after the start of the full-scale war.

As reported by ThePublic, the EU will join the Special Tribunal on the Russian Federation’s crime of aggression against Ukraine.
