Kyiv is returning 1.25 billion from the state budget for the construction of a backup heating system – Klitschko

The capital is returning 1.25 billion hryvnias to the city budget, which it had previously transferred to the state budget in the hope of receiving state support for the implementation of the stability plan.

This was announced by the capital’s mayor, Vitali Klitschko.

He noted that, at the start of the extraordinary meeting of the Kyiv City Council, the state had not yet managed to utilise these funds, so Kyiv would have to build a backup heating system on its own.

“Today, the Kyiv City Council must adopt the decisions necessary for the prompt implementation of the measures set out in the Resilience Plan, which the capital is rolling out,” said Klitschko.

In particular, this involves making amendments to Kyiv’s budget.

“The 1.25 billion hryvnias that the city had planned to transfer from the local budget to the State Budget in May this year, we are returning to the capital’s budget. And we will be channelling these funds towards the work being carried out by ‘Kyivteploenergo’, the construction of a backup heating supply system, and other critically important measures for Kyiv’s resilience,” he emphasised.

The mayor noted that Kyiv had allocated these funds as part of agreements with the state regarding its participation in the implementation of the capital’s Resilience Plan. However, he said, the state is unable to utilise these funds.

“The State Agency for the Restoration and Development of Ukraine’s Infrastructure, due to its bureaucratic obstacles, is unable to utilise these funds. This means that we will have to build the capital’s backup heating system on our own. Unfortunately, we have lost valuable time,” Klitschko emphasised.

It is worth adding that the Kyiv City Council today, 14 July, voted in favour of amendments to the city budget, which provide, in particular, for the return of 1.25 billion hryvnias from the state budget.

As a reminder, Kyiv Mayor Vitali Klitschko had previously accused the state of “ineffectiveness”, “demands” and a lack of funding to prepare the capital for winter. He stressed the urgent need for a meeting of the National Security and Defence Council of Ukraine.
