The dismissal of Education Minister Lisovyi could be considered by Parliament as early as next week

The Verkhovna Rada may consider the dismissal of Oksen Lisovyi, the Minister of Education and Science, as early as next week. MPs cite the situation regarding the National Multidisciplinary Test (NMT) and the academic workload placed on final-year students during the war as among the reasons for their criticism.

This was stated by Iryna Borzova, a Member of Parliament from the “Servant of the People” party, during an appearance on “Vechir.LIVE”. A draft resolution to dismiss Oksen Lisovyi from his post as Minister of Education and Science had previously been tabled in the Verkhovna Rada.

The Verkhovna Rada may raise the issue of dismissing Minister of Education and Science Oksen Lisovyi next week.

MP Iryna Borzova stated that discussions regarding the advisability of personnel changes in the Ministry of Education and Science have been ongoing in parliament for several months.

According to her, the issue may be raised when MPs gather in the chamber.

“It is too early to say who will be the next Minister of Education. But I am sure that this issue will be raised next week when MPs gather in the chamber,” said Borzova.

Why MPs are criticising the Ministry of Education and Science

One of the main points of criticism has been the situation with the national multi-subject test.

Borzova stated that due to the burden of the NMT in wartime conditions, Ukrainian school leavers are increasingly choosing foreign universities, where a school certificate may be sufficient for admission.

According to her, MPs want to protect Ukrainian schools and universities, which is why an initiative to establish a temporary investigative commission on the situation in education has been registered in the Rada.

Borzova noted that some of the decisions made by the current leadership of the Ministry of Education and Science remain unclear to MPs.

The controversy surrounding the NMT

The debate over the NMT has intensified following MPs’ initiative to change the admission requirements in 2027.

Yulia Grishina, chair of the subcommittee on higher education, together with a group of MPs, has registered an alternative bill (No. 15254-1), which proposes reducing the number of compulsory subjects in the NMT from three to two. In particular, they propose making mathematics an optional subject.

Oksen Lisovyi spoke out against this idea. He stated that the Ministry of Education categorically does not support the removal of mathematics from the list of compulsory subjects for the NMT.

According to the minister, Ukrainian language, Ukrainian history and mathematics must remain compulsory subjects, as graduates must demonstrate basic skills – reading, writing and arithmetic.

What is already known about the possible resignation

The issue of Lisovyi’s resignation is not a new one.

In December 2025, draft resolution No. 14286 on the dismissal of Oksen Lisovyi from the post of Minister of Education and Science of Ukraine was registered in the Verkhovna Rada.

At the time, the initiative was linked to criticism of the Ministry of Education and Science’s work and complaints about education policy.

The issue has now resurfaced due to the debate over the National Multidisciplinary Test (NMT), the university admissions campaign, and the risk of Ukrainian graduates moving to foreign universities.

What is important

At this stage, we are not talking about a decision that has been taken, but about the possible consideration of the issue in the Verkhovna Rada.

A parliamentary vote is required to dismiss the minister. Until then, Oksen Lisovyi remains Ukraine’s Minister of Education and Science.
