The EU is allocating a first tranche of aid to Ukraine amounting to €3.2 billion
This was announced by the President of the European Commission, Ursula von der Leyen, during the Recovery Conference in Gdańsk.
“Today we are transferring the first tranche of this loan, €3.2 billion in macro-financial assistance. And in the coming days, we will begin disbursing the first funds from the €6 billion earmarked for drone production. This is solidarity in action,” said the EC President.
Euractiv reported yesterday that the entire first tranche would go towards budgetary support. It was initially planned that this would be a €6 billion tranche for drones straight away, but plans changed for technical reasons, as the EU needs to ensure proper monitoring of how the funds are used.
A €90 billion loan from the EU: what we know
In December 2025, EU leaders approved a decision to grant Ukraine a €90 billion loan in 2026–2027. On 11 February, the European Parliament endorsed this decision.
For a long time, Hungary blocked the loan to Ukraine due to the suspension of Russian oil transit via the Druzhba pipeline. On 23 April, operations on the Druzhba pipeline resumed; on the same day, the Council of the European Union approved this loan and the 20th package of sanctions against Russia.
Of the total amount, €60 billion will go towards strengthening Ukraine’s defence, and €30 billion towards macro-financial assistance and budgetary support. €45 billion is to be allocated in 2026, with the remaining €45 billion in 2027.
The funds allocated for 2026 will be distributed as follows: €28.3 billion for defence and €16.7 billion for budgetary support (€8.35 billion under the EU’s macro-financial assistance mechanism, and the same amount via the Ukraine Facility).
The loan will be repaid using proceeds from frozen Russian assets held in European banks.
