The EU plans to open all negotiation chapters on Ukraine’s accession as early as July
This was stated by Marta Kos, the EU Commissioner for Enlargement, ahead of the EU Foreign Affairs Council meeting in Luxembourg.
According to her, Ukraine and Moldova have fulfilled their obligations, and the EU “must also fulfil them”.
“That is why I expect us to open all the other five clusters in July, and that is also good news,” the Commissioner emphasised.
On 15 June, two intergovernmental conferences with Ukraine and Moldova will take place in Luxembourg, marking the opening of the first negotiation cluster with both countries – “Fundamentals”.
This cluster covers, in particular, the rule of law and fundamental rights, the functioning of democratic institutions, public administration reform and economic criteria. Under EU rules, no other cluster can be successfully concluded until there is substantial progress on ‘Fundamentals’. Negotiations begin with this cluster, and it remains open right until the very end of the European integration process.
