The government proposes introducing a tiered system of fines for speeding — Svyrydenko
This was announced by Prime Minister Yulia Svyrydenko.
According to her, nothing will change for most drivers — the changes are primarily aimed at those who regularly break the rules.
Svyrydenko clarified that over the past 12 months, automatic enforcement cameras have recorded nearly 2,900 drivers who exceeded the speed limit more than 50 times. Over 35,000 drivers were caught on camera more than ten times in a year, and nearly 12,500 were caught more than 12 times.
The Prime Minister expressed her expectation that the Ministry of Internal Affairs would soon discuss these proposals with MPs.
The government is also working on developing an automated system for recording offences. Currently, around 377 cameras are in operation on the roads. There are plans to increase this number to over 410 units.
In addition, the Cabinet of Ministers is preparing legislation to regulate the use of electric scooters and other light personal transport, as the number of road traffic accidents involving them rose by 66.8% during the first five months of 2026.
Fatal accident in Kyiv: what is known
On the evening of 5 June, an accident occurred at the junction of Vadym Hetman and Ushynsky streets in Kyiv. According to the investigation, a 49-year-old Mercedes driver was travelling at high speed, lost control and crashed into an underpass.
Four people were killed in the crash — two police officers, a 47-year-old woman and a 12-year-old boy. Three more people were injured, and the driver was admitted to intensive care.
On 6 June, the driver was charged. The patrol police specified that the man had committed a total of 39 traffic offences, 18 of them in the past year. Most of the offences involved speeding, which carries a fine of 340 UAH.
On 8 June, the driver was remanded in custody for 60 days without the right to bail.
Following the incident, the Ministry of Internal Affairs announced a new system of penalties for offenders. It will automatically record the number and severity of traffic violations.
