The new law on internally displaced persons
There is no need to change your IDP certificate at this stage, and you certainly should not re-register, despite the adoption of the new law on internally displaced persons.

This is set out in Ukrainian Law No. 4924-IX ‘On Safeguarding the Rights and Freedoms of Internally Displaced Persons’.

When will the new law come into force?

On 1 July 2026, the Verkhovna Rada adopted a new law on internally displaced persons. The document has not yet come into force – it will take effect three months after publication, namely on 22 October 2026.

Until that date, all matters relating to the issuance or cancellation of IDP certificates, the allocation of subsistence allowances and other guarantees are governed by current legislation.

What will change once the law comes into force

One of the key changes will be that the document confirming a person’s registration as an IDP will be an extract from the Unified Information Database on IDPs. It will be available in both paper and electronic form – both versions will have equal legal force.

At present, the Cabinet of Ministers has yet to bring its regulatory acts into line with the new law and to define the practical mechanism for its implementation. Only after the relevant subordinate legislation has been adopted will the procedure for obtaining the extract and the steps to be taken by displaced persons, should it be required, be determined.

Will the law affect payments right now?

Until 22 October 2026, virtually nothing will change for IDPs: the current certificate remains valid, and any new procedures can only be introduced once the law comes into force and the relevant subordinate legislation has been adopted.

It should be noted that in July, the Cabinet of Ministers also updated the procedures governing IDP temporary accommodation centres – changes were made to the conditions for settlement, housing monitoring and the grounds for eviction.

Furthermore, families who were granted IDP status back in 2014 but did not relocate again following the full-scale invasion may find their applications for child benefit refused.

As a reminder, it was previously reported that IDPs will be able to apply for benefits online.
