The National Police topped the list of crypto investors in officials’ asset declarations
This was reported by OpenDataBot, citing data from the Unified State Register of Declarations.
In 2025, officials submitted 2,861 declarations in which they declared cryptocurrency.
In total, declarants submitted 654,159 declarations last year.
Compared with 2024, the number of declarations involving crypto-assets rose by 16 per cent.
Who most frequently declared cryptocurrency
The highest number of declarations involving cryptocurrency were submitted by National Police officers — 548 declarations, or 19.2% of all such cases.
In second place were staff of the Public Prosecutor’s Office, with 358 declarations.
Next came members of the Armed Forces of Ukraine — 240 declarations, representatives of the judiciary — 223 declarations, and city council staff — 198 declarations.
Where are the most cryptocurrency declarants?
Over a quarter of the cryptocurrency declarations were filed in Kyiv — 820 declarations.
In the Kyiv region, there were 277 such declarations; in the Dnipropetrovsk region — 215; in the Kharkiv region — 200; and in the Lviv region — 174.
Who declared the most bitcoins
The largest Bitcoin portfolio was declared by Oleksandr Kizlyar, a member of the Khmelnytskyi District Council — 100 BTC.
As of 10 June 2026, this amount was valued at 278.8 million UAH.
Second place went to MP Oleg Bondarenko, who declared 80 BTC worth around 223 million UAH.
In third place is Kristina Pavlova, a representative of the Department of Public Works and Infrastructure at the Dnipro City Council, with 20 BTC worth over 55.7 million UAH.
Who holds the most Ethereum
Oleksandr Kizlyar also tops the ranking of Ethereum holders.
He declared 1,000 ETH worth nearly 74 million UAH.
Second place went to Kristina Pavlova with 130 ETH worth 9.6 million UAH.
Third place went to Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor’s Office, who declared 100 ETH worth around 7.4 million UAH.
Who declared the most USDT
The largest amount of USDT was declared by Hanna Fazikosh, Chair of the Zakarpattia Court of Appeal.
Her declaration lists over 1.019 million USDT, equivalent to almost 46 million UAH.
Second place went to Pavlo Shandra, a member of the Odesa Regional Council, with 719,000 USDT worth over 32.4 million UAH.
Third place went to Maksym Kiselov, director of the Kyiv Research Institute of Forensic Expertise, who declared 647 thousand USDT worth over 29.1 million UAH.
What is known about members of the Verkhovna Rada
Among the members of the Verkhovna Rada, 16 out of 391 have declared cryptocurrency holdings.
This represents around 4% of the total number of MPs.
The largest crypto portfolio among Verkhovna Rada MPs was reported by Oleg Bondarenko, Chair of the Committee on Environmental Policy and Nature Management.
265 declarations containing details of cryptocurrency holdings were submitted late — after 1 April 2026.
A further six declarations for 2025, which contained details of cryptocurrency holdings, have been removed from public access.
