‘Not a single hryvnia’ has been allocated from the state budget for the construction of shelters — Lubinets
Lubinec announced this on television.
“The biggest problem we have faced is that, throughout this entire period, not a single hryvnia has been allocated from the state budget for the most basic shelters, which are the most numerous – that is, zero. And that is the main problem,” said Lubinets.
According to him, the state needs 780 billion hryvnias to set up the required number of shelters.
He says he received a response from the government stating that these funds are to be provided by international partners participating in the International Shelter Coalition. However, Lubinets notes that only seven relevant projects have been approved so far, with 22 million euros allocated for them.
“If we continue at this pace, it will probably take us 30–50 years to build the necessary shelters and bring all existing ones up to standard,” emphasised Lubinets.
Lubinec also added that over 66,500 shelters are officially registered in Ukraine, of which 43,500 are the most basic types.
“But when we start going round and inspecting them, we find that, on paper, these premises are shelters, but in reality they are just buildings that are unfit for occupation,” he added.
Earlier, the Office of the Verkhovna Rada Commissioner for Human Rights reported that it had carried out a monitoring exercise on the condition of shelters in Ukraine. According to the findings, 93 per cent of the inspected sites had shortcomings.
