Ukraine is getting used to life without Yermak: political processes continue, systemic changes still ahead

After the resignation of a key influential player, no disaster has occurred. The government is functioning, parliament is passing decisions, but the search for a new model of governance continues.

More than a week has passed since Andriy Yermak left his post as head of the President's Office. Despite predictions of “managerial chaos,” the political system is functioning: negotiations with partners are taking place, the President's Office is working — although a new head has not yet been appointed. Political scientist Volodymyr Fesenko writes about this on his Facebook page

This shows that Yermak's influence was greatly exaggerated. At the same time, no “political miracle” occurred after his resignation — the problems remained the same.

The key intrigue is who will head the Office. According to sources, Zelensky has already spoken with all the candidates. The decision was expected on December 5, but the president is hesitating: the issue is not only about personalities, but also about the management model. No one wants a new “universal manager”; the position itself is considered toxic and risky for one's career.

Zelensky will likely rely on a circle of associates with a division of functions — from security to domestic policy. The political scientist suggests that Ukraine may need a “home cabinet” format for making the most important decisions.

Without Yermak, political processes are already changing. Parliament quickly approved the 2026 budget: 257 votes in favor, 193 of them from Servant of the People. Verkhovna Rada Chairman Ruslan Stefanchuk and faction leader David Arakhamia demonstrated their ability to control the situation without interference from Bankova, sending a signal of loyalty but also autonomy.

Against this backdrop, the Kyiv Court of Appeals unexpectedly released NABU detective Magamedrasulov from pretrial detention after five months. This looks either like backroom deals between law enforcement agencies or an attempt at a “truce” after conflicts involving the OP.

Political life without Yermak is just beginning. New appointments and votes in parliament will show how well the system can function in the new reality.
