Compensation for damages caused by Russian aggression: the Verkhovna Rada has ratified the Convention

The document provides for the establishment of an International Compensation Commission as the second key element of the compensation mechanism, alongside the Register of Damages. The Commission will consider claims from individuals and legal entities, as well as the State of Ukraine, including government bodies and controlled institutions, regarding losses and damage caused since 24 February 2022.
The Convention covers compensation for damage caused throughout the territory of Ukraine within its internationally recognised borders – including airspace, internal waters and territorial waters.
The International Compensation Commission is being established as an independent body within the Council of Europe and will handle claims from victims.
The document is long-term in nature: it not only regulates existing procedures but also lays the foundation for the further development of the system, in particular the creation of a compensation fund.
Thus, the Convention will enter into force once two conditions are met:
- at least 25 signatory states must confirm its binding nature;
- their contributions to the 2025 budget of the Register of Damages must amount to at least 50% of the total budget (€3.69 million).
It is noted that the Convention was opened for signature on 16 December 2025 at a conference in The Hague. Signatories include over 30 states, including EU countries, the United Kingdom and Ukraine, as well as the European Union itself.
