Which Ukrainian documents will the EU recognise first via ‘Dii’: an assessment by the Ministry of Digital Transformation

Ukraine has become the first non-EU country to join Europe’s single digital wallet – and is already testing four documents for recognition abroad.

Valeria Koval, Deputy Minister for Digital Transformation, spoke about this in an interview with RBC-Ukraine.

Which documents are being tested

Currently, as part of the integration with the European Digital Identity Wallet (EUDI Wallet), four documents are being tested:

  • electronic driving licence
  • digital proof of residence
  • taxpayer card
  • electronic identity certificate
  • For users, the process will look like a simple activation of international documents within the app.

Which document is likely to be the first

The Ministry of Digital Transformation believes that the digital driving licence has the best chance of being the first to gain recognition in the European Union.

"In my opinion, the digital driving licence is an excellent candidate for the quickest launch within the EU. This is due to the existence of international standards, huge demand from drivers and the high popularity of this well-established service in Ukraine," noted Valeria Koval.

At the same time, work is underway to ensure that the Ukrainian electronic signature is recognised in all EU countries. In the future, similar ‘trusted collaborations’ are being considered with other countries around the world.
