An IMF mission has arrived in Kyiv to review Ukraine’s financing programme
This has been reported by MP Yaroslav Zheleznyak and the IMF’s Resident Representative in Ukraine, Priscilla Tofano.
The Fund’s mission, led by Gavin Gray, will hold a series of meetings with the Ukrainian authorities and international partners until the middle of next week.
According to Priscilla Tofano, the talks will focus on macroeconomic policy, the implementation of structural reforms and consultations under Article IV of the IMF agreement.
As part of the programme review, Fund representatives will assess the economic situation in Ukraine and the implementation of the state’s commitments, on which the disbursement of the next tranche of financial assistance depends.
MP Yaroslav Zheleznyak noted that such missions traditionally take place approximately one month before the IMF Executive Board meeting. Following the talks, the parties are expected to agree on preliminary arrangements, assess compliance with the programme’s current conditions, and draw up a list of new requirements for Ukraine.
The mission’s visit comes against the backdrop of several unfulfilled commitments by Ukraine, the deadline for which expired at the end of March 2026.
In particular, on 26 May, the Verkhovna Rada did not support a draft law on the taxation of imported parcels worth up to €150. Furthermore, amendments regarding the taxation of electronic platforms have not yet been adopted, and some reforms in the customs and tax sectors are being delayed.
Furthermore, according to Zheleznyak, problems have arisen with the fulfilment of certain conditions relating to funding from the World Bank and the European Union, as well as issues surrounding Energoatom.
The new $8.1 billion IMF programme was approved following a review of previous agreements due to the protracted war. Ukraine received the first tranche of $1.5 billion in early March 2026.
Three programme reviews are scheduled for this year – in June, September and December. If these are successfully completed, Ukraine will be able to receive the next tranches of financial support.
As a reminder, it was previously reported that the first tranche of the EU loan to Ukraine could be postponed until June 2026.
