Free travel for UBD: where they have no right to demand payment
This is stated in the Law of Ukraine "On the Status of War Veterans and Guarantees of Their Social Protection."
The right to free and preferential travel for combatants is enshrined in law and does not depend on the decision of the carrier.
In accordance with the Law of Ukraine "On the Status of War Veterans and Guarantees of Their Social Protection," combatants have the right to use the following free of charge:

all types of urban passenger transport;
-
public road transport in rural areas;

suburban trains and water transport;
-
suburban and intercity buses — regardless of distance and place of residence.
The law does not establish any restrictions on mileage or regional ties.
In addition, there are additional benefits for long-distance travel. UBDs can:

travel once every two years free of charge by rail, water, air or intercity motor transport;

or take advantage of a 50% discount on these routes once a year.
For interregional travel, a "voucher sheet" is used, which is issued together with the UBD certificate. For urban or suburban transport, it is sufficient to present the certificate.
If free travel is refused, it is recommended to record:

the name of the carrier;

the driver's name;
-
the vehicle number;
-
the date, time and route;
-
keep your ticket;
-
if possible, involve witnesses.
After that, you can file a complaint with the National Police, the State Service of Ukraine for Transport Safety (Ukrtransbezpeka) and the local government body that organises the route. Unjustified refusal to provide preferential transport
is subject to administrative liability under Article 133-1 of the Code of Ukraine on Administrative Offences.
