Ukraine’s post-war economy is set to become the most competitive, liberal and open among the countries of the European Union. To this end, the government plans to focus on tackling corruption, developing modern industry and fostering an innovative economy.

This was stated by Kirill Budanov, Head of the President’s Office, during a meeting of the Council for the Support of Entrepreneurship.

According to him, Ukraine’s goal is not only to rebuild the infrastructure destroyed by the war, but also to carry out the most extensive economic transformation in Europe in recent decades.

During his speech, he outlined three key principles on which the country’s economic model should be based once the war is over.

Budanov identified the eradication of corruption and the ensuring of a level playing field for all market participants as the first priority. This, he said, must be the main prerequisite for attracting domestic and international investment.

The second priority is the creation of a strong industrial base, which will simultaneously ensure the country’s defence capability and form the foundation for post-war reconstruction.

The third pillar is to be an innovative economy, integrated into world markets and capable of competing on a global scale.

During the meeting, a draft of the ‘Economy of the Future’ strategy was also presented; this is being developed jointly by the Office of the President, the government, McKinsey, the World Bank, international experts and representatives of Ukrainian business.

The authors of the concept describe it as a practical equivalent of the Marshall Plan for Ukraine – a long-term strategy for the country’s economic modernisation and development.

It was also noted that some of the issues had already been resolved.

“I was pleased to hear from the business community that some of the issues raised by entrepreneurs at the previous meeting two months ago have been resolved. We are continuing to remove obstacles to the effective functioning of the Ukrainian economy,” said the Head of the Office of the President.

Budanov emphasised that the authorities will continue to work on deregulation and the removal of barriers to doing business, in order to create more favourable conditions for the development of the Ukrainian economy and to attract investment.
