Chumak has proposed double taxes for "tax evaders" upon their return
Viktor Chumak spoke about this on the “Khid Tuzova” programme.
Former Acting Prosecutor General and Chief Military Prosecutor Viktor Chumak spoke about the potential liability for Ukrainians who have left the country and are evading military service.
According to him, if such citizens wish to return to Ukraine, additional conditions may be imposed on them.
Chumak cited the example of double taxation for 10 years. In reports citing the “Apostrophe TV” broadcast, his position was conveyed as follows: if a draft dodger wishes to return from abroad, they must pay double taxes for 10 years.
It is important to note that this statement does not refer to all Ukrainians who left because of the war. The wording specifically concerns those whom Chumak calls draft dodgers, that is, people who do not want to serve.
That is precisely why a generalisation about “all Ukrainians abroad” would be incorrect.
Context of the statement
Chumak’s remarks were broadcast on “Apostrophe TV” during the programme “Khid Tuzova”. The broadcast covered, among other things, mobilisation in Ukraine and Russia, the war, negotiations and possible scenarios for future developments.
Chumak also spoke about the problems of mobilisation and public attitudes towards it. In a separate “Apostrophe” article following this interview, he stated that the issue of so-called “busification” had become a tool for manipulation, and that the problem lies in the fact that people do not want to fight.
The statement regarding double taxation currently reflects Chumak’s personal position rather than an official state decision.
The sources cited make no mention of any law or government decision regarding double taxation for Ukrainians returning from abroad.
