Brigadier General Dmytro Voloshin is to head the Joint Rapid Reaction Forces, which are being formed as part of the Ukrainian Armed Forces’ Land Forces.

This has been reported by the General Staff of the Armed Forces of Ukraine.

The new formation is intended to bring together the most combat-ready assault units, which are already carrying out missions on the front line and have experience of offensive operations.

It is planned to include a command structure, separate assault brigades, regiments and battalions. They will be supported by unmanned aerial vehicle units, artillery, and support, logistics and maintenance units.

What tasks will the new forces carry out?

The Joint Rapid Reaction Forces are not intended to be used for the permanent defence of sections of the front line. Their main task will be to provide rapid reinforcements to troops in the most critical sectors.

The units will be deployed to respond to threats, conduct offensive and counter-offensive operations, stabilise the situation and capture key positions and objectives.

Assault units, artillery, unmanned systems and ground-based robotic systems are to operate within a single command and control system. The General Staff expects that this will enable trained forces to be redeployed more quickly to the areas where they are most needed.

Who is Dmytro Voloshin

Dmytro Voloshin is a brigadier general in the Armed Forces of Ukraine who commands the 8th Corps of the Airborne Assault Forces. President Volodymyr Zelenskyy has tasked him with forming the Joint Rapid Reaction Forces.

Voloshin has experience commanding combat units and conducting operations on the front line. It is under his leadership that assault units, artillery and unmanned systems are to be integrated into a single structure.

What status will the new formation have?

On 10 July, the President signed Decree No. 592/2026, which provides for the creation of the Joint Rapid Reaction Forces as part of the Army.

The Cabinet of Ministers, the Commander-in-Chief of the Armed Forces of Ukraine and the General Staff are to separately examine the possibility of transforming this formation into an independent branch of the armed forces. A final decision on its status has not yet been taken.
