Shevchenko National University of Kyiv has lifted its ban on Telegram following a petition from students

Taras Shevchenko National University of Kyiv has lifted restrictions on the use of Telegram on the university’s internal computer network.
According to the KNU Student Parliament, the new order was signed by the university administration following an appeal from the student council.
Restrictions on Telegram at KNU had been in place since 11 November 2024. At that time, the order was signed by the university’s rector, Volodymyr Bugrov. Initially, the ban applied to university staff using the messaging app on work devices and for work purposes.
Subsequently, access to Telegram via the university network was also restricted for students in academic buildings and halls of residence. Following the lifting of the restrictions, access to the messaging app is to be restored in KNU’s academic buildings and halls of residence.
In 2024, the university explained the decision on the grounds of cybersecurity. The aim was to minimise cyber threats associated with Telegram, as identified by the National Cybersecurity Coordination Centre under the National Security and Defence Council. Staff were also prohibited from transmitting work-related information via this messaging service, and departments were instructed to cease using Telegram channels.
Following an appeal by the Student Parliament, the new administration reviewed the matter and lifted the relevant restrictions.
The student council thanked the administration for “listening to the students’ request” and resolving the issue promptly.
Earlier, the Ministry of Education and Science dismissed Volodymyr Bugrov from his post as rector of Taras Shevchenko National University of Kyiv. UNN notes that it was he who had previously introduced the ban on Telegram.
