2.8 million hryvnias from the budget were embezzled from the grave crosses of fallen heroes
This was reported by the Kyiv Regional Prosecutor’s Office.
According to the investigation, officials of the Irpin City Council, in collusion with representatives of a private company, organised a procurement process with a predetermined winner.
The tender conditions were drawn up in breach of the Law ‘On Public Procurement’, which effectively eliminated competition.
The sole participant and winner was a limited liability company, which supplied 75 gravestones for the memorial.
It has been established that these items were imported from China at approximately 12,000 UAH per unit, whilst they were supplied to the local budget at nearly 80,000 UAH each.
As a result, around 6 million UAH was paid for the supply of the monuments, of which over 2.8 million UAH is likely to be an overpayment.
Three individuals have been notified of the charges:
- a representative of the company;
- an authorised official for public procurement;
- the former deputy mayor of Irpin.
As a reminder, earlier the NABU and the SAPO uncovered a bribery scheme involving smuggling to the EU.
