Preferential mortgages for internally displaced persons in 2026: over 500 families could receive loans
This was announced by the State Agency for Youth and Housing.
The State Youth Housing Agency will hold the 26th selection of participants for the preferential mortgage programme for internally displaced persons.
The selection will take place on 14 May 2026 at 15:00 via an online broadcast.
Winners will be determined by a random computerised draw using the RandomPicker.com service, approved by the programme’s international partners.
Funds have already been transferred to the fund under the Framework Loan Agreement between Ukraine and the Council of Europe Development Bank. The agreement was signed on 26 May 2025 with the support of the Ministry of Community and Territorial Development of Ukraine.
The total funding for the programme amounts to €50 million.
Ukraine received the first tranche of €25 million in October 2025. Using these funds, the State Youth Housing Agency has already provided 504 preferential mortgage loans to internally displaced persons.
The Council of Europe Development Bank had previously approved a report on the allocation of the first tranche and confirmed its continued support for the project. The bank’s letter noted that the funds had been used transparently and effectively.
Terms of the preferential mortgage for IDPs
Successful applicants will be able to obtain a subsidised mortgage loan at 3% per annum.
The loan term is up to 30 years.
The property size may be up to 52.5 square metres for a family of one or two people. An additional 21 square metres is provided for each subsequent family member.
The property must also meet certain requirements.
The property must have been commissioned no more than 50 years ago or renovated no more than 35 years ago.
Furthermore, the property must not be located in temporarily occupied territories or in areas of active hostilities.
Who is eligible
Internally displaced persons who do not have housing in territory controlled by Ukraine are eligible to participate in the programme.
Furthermore, applicants must not have previously received state compensation or preferential housing loans. An exception may be made if such housing is located in a temporarily occupied territory or in a combat zone.
Programme participants must confirm their ability to pay and agree to a credit history check.
What candidates need to do
Registered applicants are advised to check the validity of their applications in advance.
Following selection, the regional offices of the State Youth Housing Agency must inform the successful applicants, no later than the next working day, of the list of documents required to process the loan.
The list of successful applicants will be published during the live broadcast of the selection process, on the official website of the State Youth Housing Agency and on the websites of the regional offices.
As reported by ThePublic, under the eVidnovlennia programme, 3,296 applications for housing vouchers for IDPs from temporarily occupied territories have been approved. The total amount of confirmed funding is 6.59 billion UAH, and applicants can now proceed to finalise agreements for the purchase of housing.
