The SSU has uncovered two schemes to evade conscription in Kyiv
According to the SBU, the organisers of two schemes to evade mobilisation have been detained in the capital.
In one case, law enforcement officers exposed the head of a critical enterprise in Kyiv who, according to the investigation, employed over a thousand men liable for military service and subsequently arranged for them to be deferred from service.
The investigation established that, in return for such employment, the new employees were required to hand over 10% of their monthly salary. According to the case file, the suspect received over 50 million hryvnias in just under a year and a half.
The SBU stated that another woman was involved in the scheme, acting as an intermediary during meetings with clients and the transfer of money.
According to the investigation, conscripts were sought out in the private companies of business partners who wished to exempt their employees from conscription.
Separately, in Kyiv, law enforcement officers detained officials from the psychiatric ward of one of the local hospitals. According to the investigation, for $25,000, they unjustifiably issued second-class disability certificates to draft dodgers.
According to the case file, the head of the psychiatric ward and a psychotherapist were involved in the scheme.
Investigators believe that the men were initially referred for inpatient treatment, after which they were issued with fake medical reports containing severe diagnoses related to mental disorders and intellectual disability.
The suspects have now been notified of charges under several articles of the Criminal Code of Ukraine, including obstruction of the lawful activities of the Armed Forces of Ukraine and obtaining unlawful benefits on a particularly large scale.
If found guilty, they face up to 12 years’ imprisonment with confiscation of property.
The comprehensive operation was carried out by officers of the SBU Main Directorate in Kyiv and the Kyiv region under the procedural guidance of the Kyiv City Prosecutor’s Office.
