In May, Ukrainians may have received a smaller housing subsidy because the payment was for April, and for that month the heating season is only taken into account up to 15 April. The Pension Fund explained that this effectively amounts to 15 days’ worth of payments.

This was reported by the Pension Fund of Ukraine.

Ukrainians were told why they might have received a smaller housing subsidy in May.

The Pension Fund reminded people that housing and utility subsidies are paid in the current month for the previous month.

In other words, in May, citizens received funds for April. In April, the payment was for March, and in March – for February.

Why the amount in May is lower

Housing subsidies are calculated separately for the heating and non-heating seasons.

For the purposes of calculating the subsidy, the heating season runs from 16 October to 15 April.

That is why only half of April is taken into account – from 1 to 15 April.

Consequently, Ukrainians received a smaller amount in May, as this payment is not for a full month, but only for 15 days.

How housing subsidies are allocated

A housing subsidy is targeted social assistance for people who cannot fully pay for their utility bills on their own.

The state provides this support to cover housing and utility costs, as well as the purchase of solid domestic fuel and liquefied gas.

A subsidy is granted only when a person’s or household’s income is insufficient to cover the full cost of utility bills.

The calculation takes into account the household’s average monthly income and the number of family members.

The income per person is then determined, and the subsidy amount is calculated using the relevant formula.

How to apply for a subsidy

You can apply for a housing subsidy online via the “Diya” portal.

You can also submit an application offline through the social welfare authorities at your actual place of residence.

Several factors influence the granting of the subsidy.

In particular, purchases made by the applicant in the 12 months prior to the application are taken into account.

When a subsidy may not be granted

A subsidy may not be granted if the purchase of securities, precious metals, a car or property has been recorded.

Support may also be refused if the person owns several flats or houses.

Each case is considered taking into account the applicant’s income, household composition and financial status.
