The government has approved a mechanism for using 40 billion hryvnias to prepare for winter
This was one of the Cabinet’s final decisions before it stepped down
The Cabinet of Ministers of Ukraine has approved a mechanism for the allocation of 40 billion hryvnias to prepare the country for the heating season.

This was announced by Prime Minister Yulia Svyrydenko.

According to her, the government has been developing comprehensive resilience plans in collaboration with the regions since March this year, in accordance with a decision by the National Security and Defence Council of Ukraine. Their main aim is to prepare critical infrastructure for the winter and ensure people have access to water, electricity and heating despite constant enemy attacks.

In total, 77.4 billion hryvnias have already been allocated to implement these plans, of which 67.8 billion hryvnias have been allocated directly from the state budget, and 9.6 billion hryvnias have been raised from local community budgets.

The government mechanism approved provides for targeted funding for critical needs in the energy and utilities sectors:

  • the construction of protective structures at critical infrastructure sites,
  • the development of distributed generation and the installation of backup power sources (generators, combined heat and power plants, etc.), ensuring the uninterrupted operation of water supply and drainage systems,
  • improving the overall resilience of district heating systems in the regions, 
  • upgrading outdated networks and utility infrastructure.

The implementation of these resilience plans is currently underway in all regions of Ukraine and remains a priority for the authorities as the cold weather approaches.

Earlier, First Deputy Minister of Energy Artem Nekrasov stated that Ukraine plans to restore 6.2 GW of generation capacity damaged by Russia by the start of the 2026/27 heating season, of which 4 GW is already undergoing repairs.

In May, the Cabinet of Ministers also approved procedures for establishing and utilising a national reserve of autonomous generation capacity in the event of blackouts and further attacks on the energy sector.

As previously reported, Kyiv is allocating 1.25 billion from the state budget for the construction of a backup heating system.
