What happened previously
In July 2025, the US State Department had already approved the potential sale to Ukraine of Hawk Phase III systems and support equipment worth $172 million.
At the time, this involved five-tonne trucks, spare parts for the Hawk systems, repairs and major refurbishment of air defence units, tool kits, test equipment, technical documentation, training and technical support from the US government and contractors.
Back in April 2024, the US approved an emergency sale to Ukraine of equipment and services to support and modernise Hawk Phase III systems worth $138 million.
The US statement at the time noted that support for the Hawk systems would strengthen Ukraine’s ability to defend its people and critical infrastructure against Russian attacks.
