The Verkhovna Rada has approved an increase in defence and security spending
The Verkhovna Rada has passed Bill No. 15224 at its second reading and in its entirety, thereby increasing this year’s state budget at the expense of a European loan that MPs ratified at the end of May.

This was reported by the Parliament’s press office.

The decision was supported by 242 MPs.

The draft law provides for state budget revenues to increase by 2.29 trillion hryvnias and expenditure by 1.64 trillion hryvnias. Previously, the 2026 budget revenues stood at 2.9 trillion hryvnias, with expenditure at 4.76 trillion.

Thanks to the significant volume of expected external support, the state budget deficit will decrease by 651.5 billion hryvnias — from 18.5% to 12.1% of GDP.

Following the amendments, expenditure on security and defence will reach a record 4.4 trillion UAH. A further 2.3 trillion UAH will be spent on the procurement of weapons and military equipment, and over 1.45 trillion UAH on military salaries.

During the consideration of the draft law, MPs rejected an amendment proposing to instruct the Cabinet of Ministers to reinstate the Road Fund at 25% from 2027.

In 2026, Ukraine expects to receive €45 billion in financial assistance as part of an EU loan, of which €31.8 billion will go towards defence and €13.2 billion towards covering the budget deficit. The first tranche is expected in June.
