New rules for the railways: the Verkhovna Rada has passed a law on European integration

On 9 June, the Verkhovna Rada adopted Bill No. 14174 on the safety and interoperability of rail transport in its entirety.

This was reported by the Verkhovna Rada’s press service.

The law provides for the creation of a new railway safety management system in line with EU requirements, as well as the introduction of mechanisms for risk assessment and monitoring the technical condition of rolling stock.

In addition, the document lays the legal foundations for the technical regulation and authorisation of railway transport subsystems.

Key innovations of the law include:

  • the creation of a traffic safety management system in line with European standards;
  • the introduction of risk assessment for railway transport operations;
  • a new approach to the maintenance of rolling stock and responsibility for its safe condition;
  • the establishment of rules for the authorisation of infrastructure and subsystems for operation;
  • the introduction of a European system for the certification and authorisation of train drivers;
  • the establishment of specialised training centres for the training of locomotive crews.

The explanatory note to the draft law states that its adoption will enable Ukraine to fulfil its obligations under the Association Agreement with the EU and will facilitate further integration into the European transport market.

Furthermore, the implementation of the law opens up additional opportunities to attract international financial and technical support, in particular through the Ukraine Facility programme and World Bank projects.

The law will come into force three years after its official publication.
