In Dnipro, two members of the Territorial Defence Forces have been charged in connection with the unlawful detention of a man. According to the police, during a document check, he was forcibly placed in a car and, after his health deteriorated, left near a rubbish bin.

In Dnipro, two servicemen from the Territorial Centre for Recruitment and Social Support have been served with a notice of suspicion in connection with an incident involving a man who, according to the investigation, was not given assistance after his health deteriorated.

Operatives from the Dnipropetrovsk Directorate of the National Police’s Internal Security Department, together with Dnipro police investigators, established the involvement of three military personnel in a kidnapping.

At the time of the incident, they were serving at one of the regional Territorial Centre for Recruitment and Training and were independently carrying out measures to notify and verify military registration details.

According to the police, early in the morning the servicemen spotted a man of conscription age on a deserted street. Under the pretext of checking his documents, they approached him; without waiting for a response, they grabbed him and forcibly shoved him into a minibus.

In the vehicle, according to the investigation, they subjected the man to psychological pressure and intimidated him. Following this, the victim’s health deteriorated significantly and he began to feel unwell.

Instead of providing assistance and taking him to hospital, the men were pushed out of the vehicle onto the ground near a rubbish bin, after which the servicemen drove off. The police noted that one of them was a medic and should have taken steps to assist the victim.

The victim was taken to hospital in a critical condition.

Following the incident, two of the individuals involved were transferred to other military units, whilst another remained on duty at the recruitment centre.

The two servicemen have now been notified of charges under Part 2 of Article 146 of the Criminal Code of Ukraine, concerning unlawful deprivation of liberty or abduction.

The medic is additionally charged under Part 3 of Article 135 of the Criminal Code of Ukraine, concerning endangering a person.

A notice of suspicion is being prepared for another former colleague of the suspects.

The investigation is being led by the Dnipro Specialised Prosecutor’s Office for the Eastern Region. The operation was carried out in cooperation with the Internal Security Directorate of the Armed Forces of Ukraine.

The investigation is ongoing.
