Ukraine and Spain have agreed on the repatriation of those who have breached residency regulations
This was reported by the Ministry of Internal Affairs of Ukraine following a visit to Kyiv by a delegation from the Spanish Ministry of the Interior, led by Minister of the Interior Fernando Grande-Marlaska Gómez.
A delegation from the Ministry of the Interior of the Kingdom of Spain has arrived in Ukraine. During the visit, the parties discussed security challenges, cooperation in the field of law and order, the protection of citizens, the fight against organised crime and cooperation between relevant agencies.
As part of the official meeting, Ukraine and Spain signed an Implementation Protocol between the Cabinet of Ministers of Ukraine and the Government of the Kingdom of Spain to the Agreement between Ukraine and the European Community on the readmission of persons.
What the protocol provides for
The document is intended to establish swift and effective procedures for the identification and safe, organised return of persons who do not comply with the rules governing entry, exit or stay on the territory of Ukraine and Spain.
The Ministry of Internal Affairs noted that the implementation of the international agreement should have a positive impact on the development of good-neighbourly relations between Ukraine and the Kingdom of Spain.
The protocol is also intended to ensure that Ukraine fulfils its obligations to the European Community and the international community in the field of readmission of persons.
What else did Ukraine and Spain discuss
During the talks, Ukraine’s Minister of Internal Affairs Ihor Klymenko thanked Spain for its support of Ukraine from the very first days of Russia’s full-scale invasion.
He briefed his Spanish counterparts on the security situation in Ukraine, the consequences of Russian attacks on the civilian population and critical infrastructure.
According to Klymenko, Russia is attacking not only military targets but also civilian infrastructure. Electricity and heating supply facilities remain under threat, and recently water supply facilities have increasingly been targeted.
Spain has declared its support for Ukraine
Spain’s Minister of the Interior, Fernando Grande-Marlaska Gómez, stated that protecting people remains one of the key priorities during a full-scale war.
He emphasised that Spain is one of the EU countries supporting Ukrainian citizens by providing them with shelter and access to social support programmes.
“We want Ukrainians to be able to return to a safe country. Spain is ready to help Ukraine not only today, but also in the future, when a just peace is achieved,” said the Spanish Minister of the Interior.
During the visit, the Spanish delegation also paid tribute to the memory of Ukrainian defenders at the Wall of Remembrance on St. Michael’s Square in Kyiv.
In addition, the delegation visited the site where a Russian missile struck an apartment block in Kyiv on the night of 14 May 2026. According to the Ministry of Internal Affairs, 24 people were killed in the attack, including three children, and a further 48 people were injured, including two children.
