Ukraine has agreed a visa-free transport arrangement with Albania
The agreement between Ukraine and Albania establishes a legal framework for passenger, freight and transit transport between the two countries.
Ukraine and Albania have signed an agreement on international road transport. It will allow for bilateral and transit transport without the need for permits.

This was announced by the Ministry of Community and Territorial Development of Ukraine.

The document immediately provides for the liberalisation of freight transport. This means that carriers will be able to operate without additional permits.

What will change for hauliers

Prior to the signing of the agreement, there was effectively no direct mechanism for road transport between Ukraine and Albania.

Now, Ukrainian hauliers will have more opportunities to export goods and will also be able to develop new routes through the countries of South-Eastern Europe.

What Oleksii Kuleba said

Oleksii Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister for Community and Territorial Development, stated that Albania has become the 37th country with which Ukraine will have ‘transport visa-free travel’.

According to him, the agreement will simplify operations for transport operators, open up new logistical opportunities and improve transport accessibility for citizens of both countries.

Why this is important

“Transport visa-free travel” with Albania expands the geographical scope of road transport for Ukraine.

For businesses, this means simpler export routes, and for passengers, more opportunities for direct transport links between the countries.

What is known about other agreements

In June 2022, Ukraine and the European Union concluded an agreement on ‘transport visa-free travel’ for freight transport.

It has already been extended several times and is currently valid until 31 March 2027.

Furthermore, from 1 January 2027, Ukraine and Bosnia and Herzegovina plan to introduce the liberalisation of freight transport.
