President Volodymyr Zelenskyy has stated that Ukraine is preparing a prisoner exchange with Russia on a 1,000-for-1,000 basis. According to him, the Ukrainian Coordination Headquarters has already handed over lists of 1,000 people to the Russian side, and the United States has undertaken to guarantee the implementation of the agreement.

President Volodymyr Zelenskyy made this statement in an evening address on 10 May 2026, which was published on the website of the Office of the President.

According to the head of state, contacts are currently underway with the American side regarding guarantees for the implementation of previously reached agreements.

“The prisoner exchange – one thousand for one thousand – is being prepared and must take place. The Americans have undertaken these guarantees. The Ukrainian Coordination Headquarters has handed over the lists of one thousand to the Russian side,” Zelenskyy stated.

The President emphasised that the agreement on the exchange was reached through US mediation.

That is why, according to Zelenskyy, Ukraine expects the US to play an active role in ensuring the agreements are implemented.

The Office of the President also reported that on 9 May, during a conversation between Zelenskyy and European Council President António Costa, they discussed recent diplomatic steps and the agreement, brokered by the US, to carry out a prisoner exchange with Russia on a 1,000-for-1,000 basis.

The Coordination Headquarters for the Treatment of Prisoners of War is the official body dealing with issues of captivity, missing persons and the return of Ukrainian citizens. Its website currently states that Ukraine has already repatriated 9,048 citizens.
