Ukrzaliznytsia JSC has changed its approach to booking and reserving seats in special carriages following a response from Ombudsman Dmytro Lubinets. This came about after a woman with a Group I disability since childhood contacted the company; she had been unable to purchase a ticket in time and consequently missed the opportunity to undergo a necessary medical examination.

This was announced by Dmytro Lubinets, the Ukrainian Parliament’s Commissioner for Human Rights.

JSC “Ukrzaliznytsia” has updated the rules for booking and reserving seats in special carriages following a response from Ombudsman Dmytro Lubinets.

A woman with a Group I disability since childhood approached the Verkhovna Rada Commissioner for Human Rights.

Due to a lack of information about the ticket office’s opening hours, she was unable to purchase a ticket for a special carriage on the train in time.

As a result, the woman missed the opportunity to undergo the necessary medical examination.

Following this, Lubinets initiated proceedings and issued recommendations to JSC “Ukrzaliznytsia”.

Following this response, the company introduced online ticket booking for people with disabilities via a mobile app.

Ukrzaliznytsia also introduced additional notifications regarding ticket office opening hours.

Separately, staff were briefed on how to assist people with disabilities.

According to Lubinets, these updates should make travel more convenient for people with disabilities, particularly for passengers who use wheelchairs.

In the event of a violation of their rights, citizens may contact the Office of the Ombudsman of Ukraine.
