The National Police carried out nearly 60 searches at the premises of representatives of the Medical Examination Commission and expert teams as part of Operation ‘Aesculapius’
Operatives from the National Police’s Department of Strategic Investigations, in conjunction with police investigative units and the prosecution service, are carrying out comprehensive measures as part of an operation codenamed ‘Aesculapius’.
Law enforcement officers are verifying information regarding possible illicit enrichment and false declarations by officials of military medical commissions and expert teams assessing an individual’s day-to-day functioning.
According to preliminary data, the total amount of inaccurate information identified in officials’ declarations amounts to approximately 200 million hryvnias. Discrepancies between the declared assets and the actual financial status of those involved, according to law enforcement officials, range from 2 to 11 million hryvnias.
This concerns undeclared assets of close relatives, including cars, flats, residential properties, land plots and cash. Cases are also being investigated where the declared assets significantly exceed the officials’ official incomes.
As part of the criminal proceedings, law enforcement officers carried out 58 searches at the suspects’ places of residence and in vehicles across 16 regions of Ukraine.
During the investigations, vehicles were seized, including a 2025 Mercedes-Benz GLE 300D with a market value of over 100,000 US dollars, cash in national and foreign currency, medical records, discharge summaries and documents from military medical commissions relating to 36 patients.
Law enforcement officers also seized contracts, money transfer receipts and documents relating to the payment for goods. The sums indicated in these documents range from 600,000 hryvnias to over one million hryvnias. The National Police note that these documents may indicate the laundering of funds obtained through illegal means. All circumstances are being investigated as part of the pre-trial inquiry.
In addition, over the course of several days, law enforcement officers drew up more than 230 reports of administrative offences under Article 172-6 of the Code of Ukraine on Administrative Offences, which concerns breaches of financial control requirements.
The pre-trial investigation is ongoing. Law enforcement officers are continuing to gather evidence to support further procedural decisions in the criminal proceedings.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until their guilt has been proven in accordance with the law and established by a court conviction.
