Revenue for companies operating in the retail fuel market in Ukraine rose by 19.14 billion hryvnias in 2025 compared to 2024.
According to YouControl.Market, the total net revenue of companies whose main activity is the retail sale of fuel under NACE code 47.30 amounted to 178.6 billion UAH last year. A year earlier, this figure stood at 159.5 billion UAH.
Thus, revenue increased by 12% over the year.
Fuel inflation likely also influenced revenue growth in 2025. At the end of the year, it stood at 6.4%. This estimate was previously published by the National Bank of Ukraine in a commentary on last year’s inflation rate.
As of the start of 2026, the total number of companies in this sector that were not in the process of winding up stood at 3,354.
Of these, 762 companies submitted financial statements for 2025.
The highest concentration of companies that submitted financial statements was recorded in Kyiv and the Kyiv region – 133 companies. Of these, 62 are registered in Kyiv, and a further 71 in the region.
Next came the Odesa region – 54 companies, the Kharkiv region – 50, the Lviv region – 47, the Dnipropetrovsk region – 41 and the Cherkasy region – 41.
The market has also been affected by new regulations. From 1 May 2025, Ukraine introduced a mandatory minimum content of liquid biofuels – bio-components – in petrol of at least 5%.
Finance.ua previously reported that the government is preparing a new support package for the population, which includes one-off payments for socially vulnerable citizens and fuel cashback.
When refuelling at petrol stations, citizens will be able to receive a portion of their expenditure back. The compensation is set at 15% cashback on diesel, 10% on petrol and 5% on LPG.
The scheme will run until 1 May at petrol stations that join the initiative.
