Zelenskyy has dismissed the heads of the Kyiv City Military Administration and the Kyiv and Mykolaiv Regional State Administrations
The Verkhovna Rada has appointed Mykola Kalashnyk as Minister for Reconstruction, Infrastructure and Transport, and Vitaliy Kim as Minister for Veterans’ Affairs.
President Volodymyr Zelenskyy has dismissed Timur Tkachenko from his post as head of the Kyiv City Military Administration, and Mykola Kalashnyk and Vitaliy Kim from their posts as heads of the Kyiv and Mykolaiv regions. Kalashnik and Kim have joined the new government.

The relevant decrees, dated 16 July, have been published on the Ukrainian President’s website.

Tkachenko has left the Kyiv City Military Administration without a designated successor

Timur Tkachenko has been dismissed from his post as head of the Kyiv City Military Administration. The decree does not specify the reasons for this personnel decision.

Tkachenko had headed the KMVA since 31 December 2024. He succeeded Serhiy Popko in the post.

The President has not yet published a separate decree appointing a new head of the Kyiv City Military Administration. Reports that Ruslan Oliinyk is allegedly set to take over Tkachenko’s duties do not correspond to the text of the decrees: Oliinyk has been appointed acting head of the Kyiv Regional State Administration, not the KMVA.

Tkachenko’s tenure in the capital was marked by open conflict with the Mayor of Kyiv, Vitali Klitschko. The mayor accused the head of the Kyiv City Military Administration of interfering in the work of the city authorities and attempting to assume the powers of local government bodies.

Tkachenko himself spoke of the need to tighten control over the use of the capital’s budget and initiated an audit of land registration procedures in Kyiv, where plots might have been allocated for development through illegal schemes.

Kalashnik and Kim have moved to the government

Mykola Kalashnyk was relieved of his post as head of the Kyiv Regional State Administration in accordance with his own request. Zelenskyy has temporarily entrusted the duties of regional head to Ruslan Oliinyk, the first deputy head of the Kyiv Regional State Administration.

Oliinyk was born in 1985 in Nikopol. He has qualifications in electrical engineering, public administration and law, and prior to his temporary appointment had been serving as first deputy head of the Kyiv Regional State Administration.

Vitaliy Kim has also been relieved of his post as head of the Mykolaiv Regional State Administration following his resignation. The first deputy head of the Regional State Administration, Heorhiy Reshetilov, has been appointed acting head of the region.

Kim had headed the Mykolaiv Regional State Administration since November 2020 and remained in charge throughout the period of the full-scale invasion.

These changes are linked to the formation of the new Cabinet of Ministers. On 17 July, the Verkhovna Rada appointed Mykola Kalashnyk as Minister for Recovery, Infrastructure and Transport, and Vitaliy Kim as Minister for Veterans’ Affairs.

Consequently, interim heads have now been appointed for the Kyiv and Mykolaiv regions. Following Tkachenko’s dismissal, the post of head of the Kyiv City Military Administration remains without an officially appointed leader.
