Housing vouchers for internally displaced persons: over 3,200 applications have been approved

Under the eVidnovuvannya programme, 3,296 applications for housing vouchers for internally displaced persons from the temporarily occupied territories have been approved. The total amount of confirmed funding stands at 6.59 billion hryvnias, and applicants can now proceed to finalise agreements for the purchase of housing.

This was announced by Oleksii Kuleba, Deputy Prime Minister for Recovery and Minister for Community and Territorial Development. 

In Ukraine, over 3,200 applications for housing vouchers for internally displaced persons from temporarily occupied territories have been approved.

According to Oleksii Kuleba, 3,296 applicants have already received confirmation of funding under the e-Recovery programme.

The total value of approved vouchers amounts to 6.59 billion hryvnias.

In the Diya app, the status “contact a notary” appears for such applicants.

This means that the person can proceed with the paperwork and purchase of a home.

The programme gives priority to veterans, combatants and people with war-related disabilities.

It is these categories that receive funding first.

Demand for the programme remains high.

Over 5,000 applications were received in the first hour.

On the first day, the number of applications exceeded 12,000.

In total, there are already over 37,000 applications in the programme.

Of these, over 27,600 have been approved by local committees.

The government has allocated nearly 6.6 billion hryvnias for the first phase of the programme.

At the same time, work is continuing to secure a further 3.9 billion hryvnias from the Council of Europe Development Bank.

The housing voucher provides 2 million UAH for the purchase of a home.

It can be used to buy a flat or a house.

The voucher also allows for investment in housing construction.

Another option is to use it to make a partial repayment on a mortgage.

The programme is operated by Ukrposhta.

Over 1,000 notaries have already completed training and are ready to facilitate transactions.

Once funding is confirmed, the applicant has 60 days to sign the contract.

How the funds reservation works

The queue for funding is generated automatically.

It is updated daily.

As soon as funding becomes available, applicants receive a notification in Diia.

Previously, the Ministry of Community and Territorial Development explained that a housing voucher is a document confirming the state’s guarantee to finance the purchase of housing up to a specified amount.

The voucher is generated automatically following the commission’s approval of the decision to grant assistance and is entered into the Register of Damaged and Destroyed Property.

The voucher is valid for 5 years.

Housing purchased using a voucher cannot be sold for 5 years.

After the funds have been reserved, the applicant must enter into a housing purchase agreement with a notary.

The notary inspects the property, registers the agreement and enters the relevant details into the registers.

If the voucher is to be used for a deposit or to repay a mortgage, you must first contact the bank. The bank must approve the loan and confirm that state funds can be used as a source of payment.

If the agreement is not concluded within 60 days, the reservation is cancelled.

In this case, the funds are returned to the programme and may be allocated to the next applicants in the queue.

There are plans to expand the programme so that more families who have lost their homes due to the war can obtain new accommodation.
