Growth in the number of Ukrainian refugees in the EU: statistics as of December 2025

As of the end of November 2025, 4.33 million Ukrainian refugees were granted temporary protection status in the EU. The article analyses key data by destination and changes in numbers.

As of 30 November 2025, the number of Ukrainian citizens granted temporary protection status in the European Union reached 4.33 million. Compared to October, this is an increase of 30,615 people, indicating a slow but steady growth. This is reported by The Public with reference to Eustat.

The highest rates of Ukrainian refugees were recorded in three countries:

  • Germany - 1,241,000 people (28.7 per cent of the total),
  • Poland - 968 750 people (22,4%);
  • Czech Republic - 392 670 people (9,1%).

It should be noted that an increase in the number of persons granted temporary protection was observed in 21 countries. The largest increase was recorded in Germany (+11,040 people) and Spain (+2,810 people). However, in some countries, such as France (-870) and Lithuania (-575), the number of Ukrainians under protection decreased

In November 2025, 53,735 new decisions on temporary protection were issued, which is 32.5% less than in September and 27.8% less than in October. This reflects a stabilisation following the Ukrainian government's decision to allow men aged 18-22 to leave the country without restrictions in August 2025.

The highest rates of persons granted temporary protection per thousand population were recorded in the Czech Republic (36.0), Poland (26.5) and Slovakia (25.7). Across the EU, this figure is 9.6 per thousand people. 

Over 98.4 per cent of those granted temporary protection in the EU are Ukrainians. The breakdown by gender and age is as follows:

    Adult women - 43.6%;
    Minors - 30.7%;
    Adult men - 25.7%

It should be noted that the data on the granting of temporary protection status is based on Council Decision 2022/382, adopted in early March 2022. The decision to extend temporary protection until 2027 was adopted by the European Council in June 2025.
