Journalists have uncovered assets worth a million dollars belonging to the family and close associates of the new head of the SBU in Kharkiv Oblast

The family and associates of Denys Lutii, who was appointed head of the Security Service of Ukraine’s Kharkiv Regional Office on 22 April, have purchased property, cars and motorbikes worth around one million dollars over the past few years.

This is revealed in an investigation by Bihus.Info.

Prior to his appointment as head of the SBU Directorate in Kharkiv Oblast, Denys Lutiy served as deputy head of the SBU Directorate in Dnipropetrovsk Oblast. Before that, according to Bihus.Info sources, he worked in the SBU’s ‘K’ Directorate in Lviv Oblast, and subsequently oversaw security at the Odesa Commercial Sea Port.

According to journalists, at the end of 2021, his wife, Yulia Lutiy, purchased two flats at once in the ‘Avignon’ club house in Odesa on the Black Sea coast. At the time, their combined value was estimated at around $80,000. Around the same time, the official’s wife bought a 2021 Range Rover Velar, which cost over $50,000 at the time.

Denis Lutiy himself did not own any vehicles, but journalists discovered that he used a 2020 Mercedes-Benz G63 AMG registered in the name of his brother, Ruslan Lutiy. The market value of the car is around $150,000.

By 2023, the official had acquired land in Odessa’s Sovinion — an elite private residential area in Odessa. The plot, which already had a house built on it, was gifted to Lutii in 2023 by his mother-in-law, Galina Dzhugan, who worked as a teacher at a lyceum in the Odesa region and likely did not have sufficient income to purchase such assets. In addition, 69-year-old Galina Dzhugan owned a Honda GL 18000 Gold Wing motorcycle, the value of which could now be around 30,000 dollars.

In 2024, the official’s wife, Yulia Lutiy, became the owner of a house in the ‘Lahom’ cottage community near Lviv. The estimated value of the townhouse exceeds 6 million hryvnias. At the same time, the official’s father, Hryhoriy Lutiy, also began actively buying up land in the area, acquiring several plots totalling over 500 square metres and investing in another house in Lagom. 

Journalists paid particular attention to Lviv-based businesswoman Yanyna Rokitska, in whose name a 2023 Lexus RX350 is registered, a car used by Lutiy. Rokitska, who is registered as a sole trader in Lviv, began buying up houses in the very same cottage community in the Lviv region where relatives of the SBU officer had previously invested.  

According to Bihus.Info, none of Lutiy’s family members are involved in or have ever been involved in business. At the same time, the new head of the SBU’s Kharkiv Regional Directorate responded to journalists’ enquiries by stating that the property was acquired during a period when he was not working for the SBU and did not hold any positions within the security service, which, according to journalists’ observations, is not true.

What is the reaction

The Security Service informed us that Denys Lutiy resigned from the service in 2020, and in February 2022, on the third day of the full-scale invasion, returned from abroad and was mobilised into the ranks of the SBU. In particular, he took an active part in the country’s defence in the Zaporizhzhia sector.

As noted by the SBU, the property owned by Lutiy’s wife was acquired during a period when he was not working within the SBU structure and did not hold any positions in the security service.  

The movable and immovable property of other relatives, including Lutii’s mother-in-law, was acquired ‘using personal funds and savings, as well as from other lawful sources, loans, etc.’. Cars belonging to third parties were not in Lutii’s regular use, the SBU notes.

“We would like to note separately that the aforementioned SBU officer will submit the relevant asset declarations within 90 days of the termination or lifting of the legal regime of martial law, as required by current legislation,” the SBU stated.
