"This is legalised corruption," Pavlo Sebastyanovich responded to the pension of the Director of the ESBU.
Director of ESBU Oleksandr Tsyvinskyi
I have 26 years of service in law enforcement and combatant status. I receive a pension in accordance with Ukrainian law for length of service. The amount of 318,605 hryvnia that I declared was accumulated between August 2025 and March 2026 and paid out after the completion of the registration procedures and corresponding recalculations," wrote the director of the ESBU.

But the problem, Mr Pensioner, is that this is legalised corruption! Thousands of judges and prosecutors who have not reached retirement age are doing exactly the same thing, robbing the Pension Fund legally! You (law enforcement officers) wrote the law for yourselves and, contrary to morality and common sense, awarded yourselves pensions. And not just pensions at the subsistence level, which millions of pensioners receive, but pensions of over 40,000 hryvnia! And some judges have awarded themselves over 300,000 hryvnia per month through court decisions!!! And the judges of the High Council of Justice have awarded themselves additional payments of over a million hryvnia! These are examples of justice and integrity!
You, Mr Pensioner, should be putting those who use the law and their position to rob the pension fund and the budget in prison, but no, you have become an accomplice to such actions.
Yes, you did everything according to the law, no law enforcement officer will have any claims against you, so keep robbing. But there is no more trust in you, you have violated the law of conscience, the law of morality, the law of integrity. We all face moral choices in our lives, but not all of us take on public authority, Mr Tsivinsky. Not all of us take on the hard work of being a model of integrity.
Why does a 60-year-old teacher with 40 years of experience receive 3,000 hryvnia, while a 40-year-old law enforcement officer with 26 years of experience receives over 40,000 hryvnia? Thousands of Ukrainians cannot even get their pensions. And then there are the families of those who have been killed or wounded. And then there are the internally displaced persons. I myself am currently in court with the Pension Fund, unable to prove that my Soviet diploma is genuine! Residents of Crimea who chose Ukraine cannot count their experience in Crimea! The Pension Fund requires a paper certificate with an apostille from the territories of Crimea and the Russian Federation! And for you, everything is so simple.
Therefore, all your actions will now be seen as protecting the system, including protecting the corrupt tax and customs systems. By the way, we are already seeing that crimes committed by tax and customs officials related to smuggling go unnoticed. This is simply a hunt for sole proprietors. What about crimes involving the embezzlement of the budget through Prozorro? What about the non-return of $8 billion in foreign exchange earnings with the participation of Finmon? What about the actions of NBU managers with deposit certificates? What about additional payments from the budget to plagiarists, including the head of the tax committee and some ministers and rectors? Who will investigate all this?
Doesn't any of the MPs want to stop this disgraceful embezzlement of the Pension Fund? There is no hope for the government anymore.
