The Russian campaign against Ukraine’s European future operates through a multi-tiered network of websites, Telegram channels, pseudo-local resources, state-run media and anonymous accounts. A joint study by the European External Action Service and the Centre for Countering Disinformation identifies 244,000 posts, 1.39 billion views and 2,660 sources showing signs of inauthentic behaviour.

In the first half of 2026, Ukraine met its revenue target for the general fund of the state budget almost in full, but international aid still covers over 37 per cent of expenditure.
