Oleksandr Tsyvinskyi was born in 1982 in Lviv. He received his legal education from the Lviv Institute of Internal Affairs, Ivan Franko National University of Lviv, and Lviv State University of Internal Affairs. In 2023, he defended his dissertation and received a Doctor of Philosophy degree in Law.

He began his career in 2003 as an investigator at the Galician District Police Department in Lviv. For 12 years, he held various investigative and managerial positions in the Ministry of Internal Affairs. In 2015, after successfully passing a competitive selection process, he became one of the first detectives of the National Anti-Corruption Bureau of Ukraine (NABU), where he later headed the Third Division of Detectives.
