Ruslan Stefanchuk was born on 29 October 1975 in Ternopil. He is a lawyer by education. He graduated from the Khmelnytsky Institute of Regional Administration and Law, and later defended his doctoral dissertation. Before entering politics, he worked for a long time in the field of legal science and teaching.
In 2019, he became one of the main ideologists of Volodymyr Zelenskyy's election campaign. He held the position of Representative of the President in the Verkhovna Rada, and later became First Deputy Speaker of Parliament.
After Dmytro Razumkov's resignation in October 2021, he was elected Chairman of the Verkhovna Rada.
